A Bill

Supplementary to the several acts in relation to the reconstruction of the rebel States.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That nothing in any of the acts heretofore passed in relation to the reconstruction of the rebel States shall be construed as authorizing the reopening of the registration lists in any of said States, at any time after the election shall have been held therein for members of the convention, as provided in said acts; but at any election thereafter held in any of said States, the qualified voters therein shall be those who were registered as such prior to the general election at which such members were chosen; and at any election in any of said States upon any constitution framed in and for such State, as provided in said acts, it shall not be necessary that one-half of all the registered voters shall vote upon the question of its ratification; and so much of any such act as requires that number to vote at such an election is hereby repealed.
