Amendment

Intended to be proposed by Mr. Doolittle to the bill (S. 161) to amend an act entitled “An act to provide for the more efficient government of the rebel States,” passed March two, eighteen hundred and sixty-seven, and the several acts amendatory thereto, namely: Strike out in the seventh and eighth lines the words “which has been or may hereafter be,” and insert at the end of the bill the following proviso:

Provided, nevertheless, That upon an election for the ratification of any constitution, or officers under the same in any State, no person not having the qualifications of an elector under the constitution and laws of such State, previous to the late rebellion, shall be allowed to vote, unless he shall possess one of the following qualification, viz:

First. He shall have served as a soldier in the federal army for one year or more.

Second. He shall have sufficient education to read the Constitution of the United States and to write his name.
