The Wyoming Constitution Convention began September 2, 1889 without the authorization from an enabling act. The articles were individually voted on, creating the final Constitution of Wyoming on September 30, 1889. It was later ratified on November 5, 1889.

Concerning a State Examiner
It is proposed that the following be inserted in the Constitution of Wyoming.
Sec. 1 The Legislative Assembly shall provide for a State Examiner, who shall be appointed by the Governor and confirmed by the Senate. His duty shall be to examine the accounts of the State Treasurer, Supreme Court Clerks, District Court Clerks, all County Clerks and Treasurers, and the Treasurer or other fiduciary officers of such other public or financial institutions as may be prescribed by Law, and he shall perform such other duties as the Legislature may prescribe. He shall report at least once each year and oftener if required to such officer as the Legislature may designate and his compensation shall be fixed by Law.
