Joint Resolution

To amend the Constitution of the United States.

Be it resolved by the Senate and House of Representatives of the United States in Congress assembled, the following amendment to the Constitution of the United States be submitted to the Legislatures of the several States which when ratified by the Legislatures of three-fourths of the States shall become a part of said Constitution, to wit—

No State shall deny or prohibit the exercise of the right of suffrage to any citizen of the United States except for treason or felony at common law, of which the party affected shall have been duly convicted; but Congress may by law provide against the exercise of such right of suffrage by any one who may have engaged in war against the United States.
