The Wyoming Constitution Convention began September 2, 1889 without the authorization from an enabling act. The articles were individually voted on, creating the final Constitution of Wyoming on September 30, 1889. It was later ratified on November 5, 1889.

The standing committees presented their reports for consideration. The articles on Public Lands and Donations; Coal Mines; Boards of Arbitration as well as other files were taken up and put-upon final passage. An article on Mines and Mining was then presented. The Convention resolved into the Committee of the Whole, and the committee reported their progress on article concerning Schedule.
A homestead as provided by law shall be exempt from forced sale under any process of law, and shall not be alienated without the joint consent of husband and wife, when that relation exists, but no property shall be exempt from sale for taxes, or for the payment of obligations contracted for the purchase of said premises, or for the erection of improvements thereon.
