Wyoming State Constitutional Convention 1889

The Wyoming Constitution Convention began September 2, 1889 without the authorization from an enabling act. The articles were individually voted on, creating the final Constitution of Wyoming on September 30, 1889. It was later ratified on November 5, 1889.

The committee was referred the files on Legislative Department; Corporations other than Municipal; Labor; Chinese Labor; Boards of Arbitration; Federal Relations; and Railroad and Telegraph Lines. The committee drafted an article concerning Legislative Department and referred it and the majority report of the committee to the Convention for consideration.

Sec. 1. No person not a citizen of the United States or who has not declared his intention to become such shall be employed upon or in connection with any state, county or municipal works or employment.

Sec. 2. The legislature shall by appropriate legislation see that the provisions of the foregoing section are enforced.
