The Wyoming Constitution Convention began September 2, 1889 without the authorization from an enabling act. The articles were individually voted on, creating the final Constitution of Wyoming on September 30, 1889. It was later ratified on November 5, 1889.

The committee drafted a minority report on the Salaries of Public Officers as well as a report of the committee. The committee referred the majority and minority reports on the Salaries of Public Officers as well as several files to the Convention for consideration.

Your Committee No. 15, to whom was referred Files No. 61, 65, 80, and 83, respectfully return the same with the recommendation that they be not adopted, the propositions therein contained being incorporated in a substitute herewith submitted for your consideration.
