All corporations engaged in the transportation of persons, property, mineral oils and mineral products, news or intelligence, including railroads, telegraphs, express companies, pipe lines and telephones, are declared to be common carriers and subject to legislative control, and the legislature shall have power to enact laws regulating and controlling the rates of charges for transportation of passengers, intelligence and freight, as such common carriers, from one point to another in the state.
