A proposition limiting the indebtedness of cities and towns containing less than three thousand inhabitants.
Section 1. No city or town containing less than three thousand inhabitants shall be allowed to become indebted in manner, including existing indebtedness, in the aggregate exceeding two per centum of the value of taxable property therein, to be ascertained by the last assessment for State and County taxes previous to the incurring of such indebtedness.
