Warrum, of Cache, offered a proposition on judiciary. It provides for a supreme court of three judges holding for six years, one elected every two years. When the first three judges are elected the one having the shortest term will be chief justice. No adjournment shall be taken when there is business for consideration, and then never more than thirty days. The salary is $3,500. The clerk of the court is to be elective ad hold for four years. There are to be six judicial districts constituted as follows until otherwise apportioned by the legislature. First--Box Elder, Cache and Rich. Second--Weber, Morgan and Davis. Third--Salt Lake County. Fourth--Summit, Wasatch, Uintah, Grand, Emery, Carbon and San Juan. Fifth-Utah, Tooele and Juab. Sixth--The remainder of the state.

The judge is given discretion in dividing his time between counties until regulated by statute, but must hold court at each county seat at least once a year. The term of office of district judge is fixed at four years, an salary at $2,500. Appellate jurisdiction is given over probate matters. Superior courts in each county are given jurisdiction over probate matters, civil case under $1,500 and criminal cases concurrent with justices of the peace as regards misdemeanors. Term of office is four years, and salary to be fixed by county court. Justices of the peace are to be the same as now. District and county attorneys are provided for.
