MR. PRESIDENT:

Your committee having under consideration an article for insertion in the Constitution on Militia, have the honor to report that they have had under consideration files 66 and 72, herewith returned, and submit the following as a substitute and recommend its adoption.

Article on Militia

Sec. 1--The militia shall consist of all able-bodied male citizens of the state between 18 and 45 years of age.

Sec. 2--the legislature shall, by law, provide for the organization, equipment and discipline of the militia, which shall conform as nearly as practicable to the regulations for the government of the armies of the United States.
