Proposition Relative to a System of Education [File No. 60]

Pierce introduced a proposition on education, which makes the system of the state include, grammar schools, including district schools, composed of kindergartens, primary, and grammar grades, in which tuition shall be free to children of residents of the state, and such schools may be established for cities for one or more districts for one or more counties. The university is to be maintained, with school of mines, agricultural college and state normal school, all to be located on the Fort Douglas site granted by Congress. The tax for the university is to be three-fifths of a mill. The regents of the university are to be appointed by the governor. The legislature is to provide as soon as possible for the separation of the deaf mute asylum from the university and the founding of a separate asylum and institution for the deaf, dumb and blind. The public lands granted the state are to be under control of a board of three commissioners, who are to locate lands granted for educational, charitable and penal purposes and so distribute them as to insure justice between the various institutions.
