Proposition Relative to Apportioning Representatives to Congress and Census [File No. 41]

Sec. 1. One representative in the congress of the United States shall be elected from the State at large, the Tuesday next after the first Monday in November, 1895, and thereafter at such times and places, and in such manner as may be prescribed by law. When a new apportionment shall be made by congress, the legislature shall divide the State into congressional districts accordingly.

Sec. 2. The Legislature shall provide by law for an enumeration of the inhabitants of the State in the year 1905, and every month year thereafter, and at the session next following such enumeration, and also at the session next following an enumeration made by the authority of the United States, shall revise and adjust the apportionment for senators and representatives, on a basis of such enumeration according to practice fixed by law.

Sec. 3. Representative districts may be altered from time to time as public convenience may require. No county shall be divided in the formation of representative districts.
