Propositions regarding the regulation of Elections

Sec I. The Legislature shall have power to pass laws regulating elections and registration to prevent and punish the forgery and counterfeiting of ballots containing the names of candidates, both before and after the same are cast: to prevent and punish the printing and counterfeiting of the tickets of any political party of candidate in a manner calculated to deceive any elector in casting … vote: to prevent and punish the printing upon the tickets of one political party the names of any candidate of any other political party or person: to punish persons found guilty of fraud in conducting, canvassing and returning votes cast at any election: to protect and regulate the voting for candidates at primary nominating caucuses and conventions of any political party.

II. “All elections by the citizens” “shall be by ballot or by such other method as may be presented by law. Provided that secrecy in voting is be preserved.”
