The Wyoming Constitution Convention began September 2, 1889 without the authorization from an enabling act. The articles were individually voted on, creating the final Constitution of Wyoming on September 30, 1889. It was later ratified on November 5, 1889.

The committee drafted a report and referred it and the remaining files back to the Convention for consideration.
Mr. President:
Your Committee No. 4, on judiciary, to whom was referred File No. 24, herewith return the same with the recommendation that the same be not adopted, the convention not having provided for an attorney general.
We also return File No. 4 with the recommendation that it be not adopted, a substitute therefore having been submitted and adopted.
