Wyoming State Constitutional Convention 1889
The Wyoming Constitution Convention began September 2, 1889 without the authorization from an enabling act. The articles were individually voted on, creating the final Constitution of Wyoming on September 30, 1889. It was later ratified on November 5, 1889.

Mr. President:
The minority of your committee on Legislative Department [No. 2] begs leave to report:
That the minority accepts and agrees to the provisions of the majority report herewith submitted, except as to the number of the members of the Senate and House of Representatives, and the ratio for the selection of Senators provided for in said majority report.
The minority of your said committee asks that the words "thirteen [13] members of the Senate and twenty-eight [28] members of the House of Representatives" be stricken out and the words "fifteen [15] members of the Senate and thirty [30] members of the House of Representatives" be inserted in lieu thereof; and that the words fourteen hundred [1400] be stricken out and the words twelve hundred [1200] be inserted in lieu thereof; as a ratio for selection of Senators.
