Wyoming State Constitutional Convention 1889

The Wyoming Constitution Convention began September 2, 1889 without the authorization from an enabling act. The articles were individually voted on, creating the final Constitution of Wyoming on September 30, 1889. It was later ratified on November 5, 1889.

The reports of the standing committees were presented. The Convention then resolved into the Committee of the Whole. The committee reported their progress on the articles concerning suffrage, livestock, the contracts of employees, and labor.

Public Schools

Par. 1 The legislature may require, by law, that every child of sufficient mental and physical ability shall attend public school during the period between the ages of six and eighteen years, for a time equivalent to three years, unless educated by other means.

Par. 2 Neither the legislative assembly nor the state board of education nor the superintendent of public intruction shall have porwer to prescribe text books to be used in the public schools, and make the use of such text books exclusive or obligatory.
