The Wyoming Constitution Convention began September 2, 1889 without the authorization from an enabling act. The articles were individually voted on, creating the final Constitution of Wyoming on September 30, 1889. It was later ratified on November 5, 1889.

The committee was referred a resolution on Deep Water Harbors. The committee drafted a report and a resolution on the same and referred them to the Convention for consideration.
Resolved, That it is the sense of this convention that the effort being made to establish a deep water harbor on the Texas coast has our approbation, and that our representative at Washington be requested to use his best endeavors to secure the building of such harbor.
