The Wyoming Constitution Convention began September 2, 1889 without the authorization from an enabling act. The articles were individually voted on, creating the final Constitution of Wyoming on September 30, 1889. It was later ratified on November 5, 1889.

Reports from the Committee on Preamble and Declaration of Rights were presented for consideration. The Convention resolved into the Committee of the Whole. The committee reported their progress on the articles concerning the Legislative Department, Labor, Federal Relations, as well as Boards of Arbitration. Standing committees presented additional reports for consideration.
We, the people of Wyoming, pledging ourselves to support- and defend the constitution of the United States and in order to insure the full enjoyment- of our rights as American citizens, do establish and ordain this constitution.
