Wyoming State Constitutional Convention 1889

The Wyoming Constitution Convention began September 2, 1889 without the authorization from an enabling act. The articles were individually voted on, creating the final Constitution of Wyoming on September 30, 1889. It was later ratified on November 5, 1889.

Propositions were presented by members of the Convention and referred to their respective committees. Reports of standing committees were presented. The Convention then resolved into the Committee of the Whole. The committee reported their progress on the article on Distribution of Powers

Cheyenne, Sept. 13, 1889.

Mr. President:

Your committee of the whole having had under consideration the general file, beg leave to report with the following recommendations:

That substitutes for Files Nos. 19 and 22 be furtheramended by adding to Sec. 2 the following: “No county shall be divided unless a majority of the qualified electors of the territory proposed to be cut off, voting on the proposition, shall vote in favor of the division.”

That the following be substitute for sections 4, 5 and 6 of the majority report and for section 4 of the minority report:

Sec. 4. The legislative assembly shall provide by general law for a system of township organization and government, which may be adopted by any county whenever a majority of the citizens thereof voting at a general election shall so determine.

That Sec. 7 be renumbered Sec. 5, and that the words “and township” be stricken from said section.

That substitute for files numbered 19 and 22 as amended, be incorporated in the constitution.

And your committee respectfully reports progress and asks leave to sit again.
