Wyoming State Constitutional Convention 1889

The Wyoming Constitution Convention began September 2, 1889 without the authorization from an enabling act. The articles were individually voted on, creating the final Constitution of Wyoming on September 30, 1889. It was later ratified on November 5, 1889.

Propositions were presented by members of the Convention and referred to their respective committees. The reports of the standing and special committees were presented. The Convention then did a line by line reading of the article on Suffrage. The Convention then resolved into the Committee of Whole. The committee reported their progress on the article on Legislative Apportionment.

Salaries of Public Officers.

The officers of County Clerk, sheriff, Treasurer assessor and Superintendent of Schools shall cover into the county treasury all fun collected by them, and shall receive stated salaries for this services—as follows. In counties having an ssessed valuation not exceeding two millions of dollars, the county clerk shall not be paid exceeding twelve hundred dollars per annum. Sheriff shall not be paid exceeding fifteen hundred dollars per annum Treasurer shall not be paid exceeding one thousand dollars per annum Superintendent shall not be paid exceeding three hundred dollars per annum and assessor shall not be paid exceeding five hundred per dollars annum

In counties having an assessed valuation in excess lf two and not exceeding five millions of dollars—the county clerk shall not be paid exceeding fifteen hundred dollars per annum. Sheriff shall not be paid exceeding eighteen hundred dollars per annum. Treasurer shall not be paid exceeding fifteen hundred dollars per annum. Superintendent of Schools shall not be paid exceeding five hundred dollars per annum and assessor shall not be paid exceeding seven hundred and fifty dollars per annum.

In counties having an assessed valuation in excess of five millions of dollars, the county clerk shall not be paid exceeding twenty five hundred dollars per annum. Sheriff shall not be paid exceeding three thousand dollars per annum. Treasurer shall not be paid exceeding twenty four hundred dollars per annum Superintendent of Schools shall shall not be paid exceeding one thousand dollars per annum, and assessor shall not be paid exceeding fifteen hundred dollars per annum.

Sec 2— The legislature shall provide laws for the collecting, record of and accounting for all fees for services of public officers.

Sec 3— The board of County Commissioners shall have authority to employ such deputy or deputies for the county clerk, sheriff, treasurer or assessor, as the public necessities may require, and at a salary not exceeding one hundred dollars per month.
