The Wyoming Constitution Convention began September 2, 1889 without the authorization from an enabling act. The articles were individually voted on, creating the final Constitution of Wyoming on September 30, 1889. It was later ratified on November 5, 1889.

The committee was referred files on State Militia as well as on Militia. The committee drafted a report of the committee as well as a substitute for files no. 9 and 36 concerning Militia.

Mr. President:
Your committee No. 16, to whom were referred Files No. 36-9, have had the same under reconsideration and refer them back to the convention and offer here with a substitute embracing the salient features of said files, and recommend its adoption.
