Wyoming State Constitutional Convention 1889

The Wyoming Constitution Convention began September 2, 1889 without the authorization from an enabling act. The articles were individually voted on, creating the final Constitution of Wyoming on September 30, 1889. It was later ratified on November 5, 1889.

Propositions were presented by members of the Convention and referred to their respective committees. Reports of the standing committees were then presented. The Convention then resolved into the Committee of the Whole to consider the article on Municipal Corporations. The committee reported their progress, and the Convention received more reports from standing committees.

Distribution of powers.

Sec. 1. The powers of the government of this state are divided into three distinct departments, the legislative, executive and judicial, and no person or collection of persons charged with the exercise of powers properly belonging to one of these departments shall exercise any powers properly belonging to either of the others, except as in this constitution expressly directed or permitted.
