The Wyoming Constitution Convention began September 2, 1889 without the authorization from an enabling act. The articles were individually voted on, creating the final Constitution of Wyoming on September 30, 1889. It was later ratified on November 5, 1889.

Propositions and resolutions were presented by members of the Convention and referred to their respective committees. A Senate Committee on Arid Lands and Irrigation was appointed.
Concerning the Ballots
All elections by the people must be by ballot. An absolutely secret ballot is hereby guaranteed and it shall be the duty of the Legislature to enact such laws as shall carry this section into effect.
