Wyoming State Constitutional Convention 1889

The Wyoming Constitution Convention began September 2, 1889 without the authorization from an enabling act. The articles were individually voted on, creating the final Constitution of Wyoming on September 30, 1889. It was later ratified on November 5, 1889.

Forbidding the Improper Use of Public Funds

The making of profit, directly or indirectly, out of state, county, city, town, school district or other public monies, or using the same for any purpose not expressly authorized by law, by any public officer, shall be deemed a felony, and any public officer who shall be convicted of such felony shall be punished by imprisonment in the State penitentiary for a term of not less than one year nor more than ten years at hard labor, and by a fine of not less than one thousand dollars nor more than ten thousand dollars, Such fine may be enforced by suit at law against the bondsmen of such public officer so found guilty.
